Overview
Your firm licenses Power BI directly from Microsoft, and the right mix depends on how your firm works. These are the patterns Entegrata sees work well for building and sharing Entegrata reports.

Building and Sharing Reports
People who build, publish, and share reports need a Power BI Pro or Premium Per User license.
A Pro license gives the right to create and share content. It does not, on its own, let people with a free license view that content. Who else needs a paid license depends on where the report lives. In a Pro workspace, viewers need Pro or Premium Per User. In a Premium Per User workspace, viewers need Premium Per User. On a Fabric capacity of F64 or higher, people with a free license can view.
Sharing with Free-License Users
To share reports with many people who only view them, place the reports in a workspace on a Fabric capacity of F64 or higher. People with a free Power BI license can then view the reports, while the people who build them keep their Pro or Premium Per User licenses.
